How Police Scotland pay scales differ from England & Wales
Policing is devolved in Scotland. Pay and conditions for Police Scotland officers are agreed by the Police Negotiating Board for Scotland (PNBS) — which brings together the Scottish Police Federation (SPF), the Association of Scottish Police Superintendents (ASPS), the Scottish Chief Police Officers Staff Association (SCPOSA), Police Scotland, the Scottish Police Authority (SPA) and the Scottish Government — rather than the Home Office and PRRB. Four structural differences matter for your payslip:
- 1 April pay year: Scottish awards take effect on 1 April (five months ahead of the 1 September PRRB date in England and Wales). The current scales are the second year of the two-year 2025–2027 PNBS deal (+4% from 1 April 2025, then +3.5% from 1 April 2026).
- Higher gross pay and a 12-point constable scale: A new constable in Scotland starts at £34,001 (£2,026/month net) compared with £32,256 in England and Wales, moves to pay point 1 (£36,995) after one year, and reaches £54,597 (£3,020/month net) at pay point 11.
- Flat 13.7% pension contribution: The Scottish Police Pension Scheme 2015 (administered by the SPPA) charges a single flat rate of 13.7% across every rank and pay point, whereas England and Wales uses tiered rates (12.88%, 13.88% and 14.22%).
- Scottish income tax bands: From £43,663 of taxable pay, Scottish officers enter the 42% higher rate while still paying 8% employee National Insurance up to £50,270 of gross pay — a combined 50% marginal rate across that band.
